Abstract
The authors focus on the role of information and communication technologies in the formation of social and political attitudes of Russians and various practices of social activities. They discuss new possibilities and simultaneously the risks of interactive forms of interaction between society and government, the mobilizing potential of the Internet and social networks, including when defending civil and political rights of Russians. Based on the results of research performed by the Institute of Sociology of the Russian Academy of Science, the authors conclude that the potential for political and especially non-political activism on the Internet is not as high as it was predicted a few years ago and today there are no significant differences observed in its level among respondents who do or do not use social networks. The "post-Crimea" syndrome has impacted the split of the network community on the issue of Russian activities in Ukraine and as a result the previously unified activist segment of Internet users divided into various ideological and political niches. At the same time, the authors conclude that the Internet and social networks have played an important positive role by bringing back interest in public policy to many Russians and giving a boost to many civil initiatives and various forms of grassroots self-organization, in particular by designing virtual "weak networks".
