Abstract
This article completes the analysis started by the authors in the previous issue on the development of Russian innovation platforms (primarily industrial parks), which are expected to become “points of growth”, able to provide a decisive impetus to the entire national economy, similar to the famous Silicon Valley in the US. Considering the role ofthe four main actors ofRussian innovation (business, public administration, science and higher education institutions), the authors conclude that this “quartet” still remains uncoordinated: each actor has its own interests, which are not always and “not quite” linked to stimulating technological innovation.The “Science, technology and education” section adopted in the December 2015 Russian Federation National Security Strategy is a clear expression of the contradictions of Russian technology policy. On the one hand, it rightly emphasizes the need to develop a “national innovation system”; on the other, is approach that is not quite correct is set out regarding the factors adversely affecting the national security process.
