Аннотация
В статье, состоящей из двух частей, рассматривается активная политика занятости в государствах благосостояния и её влияние на положение лиц с инвалидностью трудоспособного возраста. на базе материалов научных исследований и данных опросов населения в странах ЕС и ОЭСР проанализированы тенденции активной политики занятости в отношении лиц с умеренными и серьёзными нарушениями в государствах благосостояния разных моделей за период с 2010 по 2020 г. В первой части статьи раскрыты подходы активной политики к удержанию на рынке труда, к оказанию услуг содействия занятости, к сокращению рисков безработицы, к трудоустройству лиц с инвалидностью. Рассмотрены принципы трансформации пособий по инвалидности, временной нетрудоспособности, безработице, поддержанию доходов и применения персональных мер – стимулов и санкций, которые основаны на повышении ответственности граждан за собственное благополучие. Показана роль фактора дерегулирования сферы занятости в подходах активной политики к расширению предложения рабочей силы и поддержанию спроса со стороны работодателей. Раскрыты приоритеты активных мер содействия занятости, основанные на сокращении издержек и повышении отдач от вложений, их влияние на трудоустройство граждан с разной степенью нарушений. Выявлены результаты активной политики (разрыв занятости и уровень безработицы) и их устойчивость в отношении лиц с умеренными и серьёзными нарушениями.
